Electricity Market Deregulation in Victoria

The electricity market in Australia's Eastern and Southern states has been gradually deregulating ever since the late 1990s. The first stage was the establishing of a national grid {{citymarketintro4}} in one state to be sold to customers in another state.

The next stage, which occurred earlier in some states, was the splitting up of the state owned monopolies into competing entities, then privatising them. In an attempt to promote more competition the energy market was divided into two types of entities

  • Energy Distributors
    Distributors are responsible for the actual delivery of electricity to customers' premises , and they own and manage the powerlines and poles, and do not deal with customers.
  • Energy Retailers The electricity retailers have all the interactions with the customer. They sell the electricity and are responsible for billing. Every state has from 1 to 3 distributors but up to thirty retailers.

Victoria 's energy market was fully deregulated on 1 July 2008 . This meant that, for the first time, consumers could switch to another provider that offered the cheapest electricity prices.

    Powercor delivers electricity to the western suburbs of Melbourne and western Victoria.

  • Jemena
    Jemena distributes electricity in the northern and south-western suburbs of Melbourne.
  • Citipower
    Citipower supplies electricity throughout Melbourne City and it's inner suburbs.

Tips to reduce electricity consumption to save money

Here are some easily implemented ways to reduce your electricity consumption

  • Turn all appliances off at the power point when you're not using them.
  • Rather than turn on the heater, wear clothing that is appropriate for the weather (warm socks, beanie, booties, jumper).
  • Reduce draughts. Minimise cold air or hot air getting in or getting out via gaps under doors and around your windows through the use of gap seal tape and door snakes.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Avoid using your clothes dryer. Hang your clothes to dry outside or use an indoor clothes rack.
  • Minimise lighting. Use natural lighting where possible.
  • Close doors to rooms that you aren't using, so you only cool or heat a smaller space.
  • Minimise the use of air conditioning by opening your windows in the evening allow the house cool down, then shutting them each morning to keep the hot air out.
  • Prevent the sun over-heating your home by closing curtains and blinds in rooms into which the hot sun directly shines in.

Here are some frequently asked questions and answers about what happens after you have completed the comparison process and have made the decision you want to switch electricity providers.

If you change your mind it's okay because your new electricity provider provides you a ten-day 'cooling-off' period, which means you have ten days during which you can change your mind and remain with your current energy provider.
Definitely not! The delivery of actual energy to your house, via the pipes and wires, is done by an energy distributer (not your energy retailer). That distributor continues to supply the electricity to your house if you switch over to a different energy retailer. The retailer issues your electricity bills, however, they buy the energy from the distributor and resell it to you. You can't buy electricity directly from your distributor, you must go through an energy retailer. You can be certain that you won't experience an interruption to your electricity supply when you switch retailers, because you'll continue to use the same connection to the same distributor.
All the 'paperwork' is processed very quickly, usually within 24 hours. However, the switchover won't take place until your current provider has issued you a final bill, and they can't do that until a final meter reading has been taken. So, it depends on when your next meter reading be. It be up to three months.
We'll sign you up with the new energy provider, and will also notify your present provider that you're switching away from them. The actual changeover to your new provider will not happen immediately, because your current provider will need to do one final meter reading. and then issue you a final bill. Your new provider begins charging you from the date that the meter is read. the energy distributor that supplies the energy to your home continues to be the same one as before the switch.
